cursor stuck on XP user screen

Specs: Windows XP
dell desktop about 4-5 years old., when starting up, my cursor is stuck in the middle of the page.
I can use the keyboard to select user and advance to my main start up window.
I have tried 2 different mouse (both usb and PS/2) and the same issue.

Could this be a potential motherboard issue?

Did you connect or disconnect the PS/2 mouse while under power? If so, you may have damaged the port. Using an adapter on that same port will not help.

Connect a USB mouse directly to a known working USB port while shut down and then boot the computer.

Actually, no problem at all up until, sunday Night around 7 pm est.Comcast (NH) had a big issue with their Internet connections in my part of the state. when I rebooted my system, this problem was there.

Try booting into Windows Safe Mode (F8 at start up) to see if the same problem persists. If not, then go to Device manager and remove all instances of mice and then reboot to normal mode.
