CPU Speed on Test System Randomly Changes

Specs: Windows XP
Please advise. On occasion after rebooting, CPU speed on test system randomly changes from 1533 to 1466. Shows in Windows XP Properties 1.53GHz, or 1.47GHz.

That's exactly what you would expect. Modern PCs adjust the clock multiplier and CPU voltage according to load. It saves power and allows the CPU to run cooler.
