Computer turns itself off and on every few minutes

Specs: Windows XP, 16 GB
I have a HP P6142P computer that would not start up at all. I replaced the power supply. Now it turns off and back on by itself. I have unplugged the 4 pin 12V cable and it will continue to run but shuts down the fans. I have not hooked it up to a monitor yet but am afraid that the my CPU might be affected. I just want to get this machine running long enough to get some pictures and files off of it. Any suggestion would be greatly appreciated...

Safest way now, take the drive out & connect it to a good computer.
Many, many ways to connect, an enclosure is one way.

You provided very little info & I highly doubt you're running WinXP with 16GB RAM, so here's the system specs for the Pavilion p6142p: https://support.hp.com/us-en/docume...

Did you buy a quality name brand PSU or a generic cheapie? The 4-pin ATX12V plug is what powers the processor so if the system won't boot with it plugged in, my guess is you bought a cheapie.
