computer stuck on download

Specs: Windows XP
the computer is stuck on 0% of page 3 of 3 on a download. It keeps rebooting and coming right back to 0% of page 3 of 3.

Open task manager cntrl+alt+del) and end the process for your browser. Close Task Manager and reboot.

Sorry for the short description. The computer is a Sony Vaio, with windows vista on it. It is stuck on 0% downloaded of 3 of 3. I have tried the task window which won't even come up. I have tried to go into BIOS and change the boot sequence to boot to a cd/rom that I bought and there doesn't seem to be that option. So what I plan next is to copy the cd to my thumb drive and do it that way, because the thumb drive option is there. It seems to crank on the 0% download for a while, reboot, and go right back to the 0% download. I can't seem to get it off of it. Any Ideas? Thanks in advance.

What do you mean you can't open Task Manager (contrl+alt+del)?

If you can't open Task manager you may have an infection of some sort. Run your AV program to scan for nasties.
