Computer reboots constant

Specs: Windows xp, 3.06 /512
I have a big problem my pc keeps rebooting ,I tried 3 different hardrives that I knew worked,reformatted and installed windows xp from HP factory cd. After it reboots 5 to 6 times at least it may run all day , sometimes it shuts down and reboots constant.I changed ram ,bought 1 gig ram and it wont even boot up with that.I have cleaned the cpu and fans,same thing,Could it be the motherboard ? It seems like when its doing more work it shuts down and reboots.

Tried this ???
Right click My Computer,
Properties,
Advanced tab,
Settings button (Startup and Recovery),
uncheck Automatically Restart.

Now you should get an error message when it happens again.

The computer is running now but if I use it to do anything much it reboots,I have run advanced system care on it with no errors .

I got this the last time it shut down
stop: c0000 21a {fatal system error} 0xc0000005 (0x2efc8fbe 0x006bf2ec) the system has been shut down

So how did you test the ram if the new stick didn't work? It sounds like bad ram or a faulty power supply.

I put the ram in a different computer it worked fine .I formatted the hard drive and started a new install it kept stopping saying I had interupted the install.

I took the motherboard out.Two of the capacitors are burnt,
