command goes to wrong directory, CHDir not wo

Specs: Windows XP
When I type Command from the Run dialogue box, it goes to a dos screen in a subdirectory. I can go to root directory with cd.., and go to Temp subdirectory with CD temp, but can't go to program files. I try c:\program~ but that doesn't work either.
I am trying to run an old DOS program.

Running an old DOS program would be better done with either a virtual machine or an emulator, not Command Prompt (WinXP has no "true DOS"):

To get to program files using 8 character notation it is normally progra~1 (not "program ~" as given).

At the "C" prompt you can get to program files by typing:
cd program files

It seems you need to get your DOS commands sorted out (they have to be "exactly" right) but I would go along with the suggestions given by T-R-A.
