Sign up with your local DSL provider. They'll give you an external DSL modem & a bunch of line filters for your telephones (each phone will need a filter). Does your PC have an ethernet port to connect the modem to?

I have a dsl carrier right now I want to run the windows 98 computer threw a router and us dsl instead of dial up is there something else I have to do to complete this

The old dial up used your modem and maybe some explorer settings. You have to setup a Ethernet connection and maybe change explorer(mozilla) settings.

Why did it take me over a year to phone in a problem to ATT?

If it's a Win98 machine and you already have a ethernet network adapter in it, then you should already be good to go. The providers' software may be an issue, if your DSL provider requires software to connect (most don't). Browsers shouldn't require any changes, they just want to see a connection to the internet, though you may have to completely remove the dial-up connection..
