Change desktop background in DOS?

Specs: Windows XP, 2.8Ghz Intel Pentium D / multi-core / 2GB RAM
I work in an environment (at a hospital) with PCs that are given only restricted user rights which means, among other things, we’re not allowed to change the desktop background and must look at the wallpaper provided by the IT dept. In reality, it’s not that big of a deal, but I’ve seen PCs scattered throughout the hospital with different wallpaper and learned from someone in IT that some people were able to circumvent the system.

Since I don’t have access to REGEDIT (‘access denied’) and can’t install programs, is there a way I can change the desktop background in DOS?

This forum cannot help you circumvent restrictions set in place by your IT department. If you have a problem with this take it up with the IT department.
