You can set so that the All Programs Window Scrolls instead off opening to the right:

1. Open Start>Control Panel>Taskbar and Start Menu
2. Switch to the Start Menu tab.
3. Click Customize.
4. Switch to the Advanced tab.
5. Scroll down in the Start menu items box until you get to Scroll Programs.
6. Check it and click OK.
7. Click Apply and then OK.

What do you have the monitor's resolution set to in Windows ?

RIGHT click on a blank area of your main desktop screen.
Properties - Settings

If it's too low, you may not be able to display the whole page.
