Can't remember how to format drive C

Specs: Windows XP Pro
I'm trying to format my C: drive, I have another HDD that is 698GB the called I drive.
Is it possible to get the I drive to be the boot drive then format the C drive?
For whatever reason I can't remeber how to get the I drive to become the boot drive.
Win XP Pro / Clone system

you could make the other drive (non-c) boot and could do it that way. Do you have a Os on the other HD? Could also try to find some like a boot-able zerodrive and do it that way.

If I understand this.
You have two hard drives.
One is small and the other big.

You want to clone the small to the big one.
Make the big one bootable
Then format the small one.

If you download.....say maxblast
Set the new bigger hard drive as slave
Have maxblast clone C: to I: using the make bootable option.
Then set you bigger drive to master and your old master to slave. (swap them)

You can then go into my computer...right click on the I:drive
(I: was the old C:) and format it.
