can't open or save docs in ie 7 on win xp SP3

Specs: Windows XP
when clicking on a a pdf, xml or any other document ,we get an error

"Internet explorer cannot download DownloadDoc.do from mn-its-stst.dhs.state.mn.us

Internet explorer was not able to open this internet site. The requested site is either unavailable or cannott be found. please try again later"

many of us use this site and some can open and save and some can't, and its intermittent for those people.

I have never had an issue with IE and opening documents.

what does theis error imply?? is there an easy fix ?, is it a setting in IE.? firefox works fine by the way. no issues.

You have isolated the problem by using 2 browsers, check the IE security settings or any other program you have installed, that only affects IE.
