can't logon to outlook express

Specs: Windows XP, 512 mb
After cox cable tech people "helped" me correct a slow computor (10 min to load homepage), I can't access e-mail thru outlook express. Hit "send & receive" and logon box comes up. Add previous user ID & Password and just comes up again. Server error 0x800CCC90, error number 0x800CCC92 Cox had me go to tools>int options>content>clear SSL state>autocomplete settings, check web addresses, forms, user & passwords on forms, then OK. I've tried downloading another version of outlook express, but computor says a later version is already there and can't do. Any thoughts, ideas? thx

Remove the accounts then re-add them.
