Can't boot Toshiba laptop in XP safe mode

Specs: Windows XP
I try to boot in safe mode using msconfig and tick the box in boot.ini BOOTSAFE but my laptop still failed to boot in either safe mode or last known con or even normally it's repeatedly shutdown and restarting by itself but still can't boot. I need to untick that box but don't know how to get into it. I also have a problem with my cd rom I just remove it from my laptop and when I put it back it won't work anymore I try to boot my xp cd but it doesn't worked. Can anyone help me please?

treblig53, SWAG, may not work, but worth a try. Do the normal start up boot and as soon as the Windows screen appears, begin hitting F8 repeatedly. If it works, that'll take you to safe mode and ...

I'll tried that hitting F8 and what ever I choose safe mode or normal mode and when windows appear after 3 seconds it shutdown and automatically restarting again and shutdown and restarting continueuosly. the only thing I remember is I tick a box in msconfig and that's why I got to this problem. For now what I want to know is how can I fix this problem.

Try removing the cdrom drive and booting without it. It might be defective and causing the boot to fail.
