Cannot use administrative tools because ActiveX disabled

Specs: Windows XP
When I try to use the administrative tools from control panel, a windows pop up telling me that activeX for this page have been disabled and display might not be working. Tools windows open, but I don't see anything inside. How can I reenable the ActiveX controls?

1: Launch Internet Explorer.
2: Select Tools from the menu bar at the top of the page.
3: Select Internet Options.
4: Select the Security tab.
5: Select Custom Level.
6: Select Enable for the option “Download signed ActiveX controls”.
7: Click OK to close Security Settings.
8: Click OK to close Internet Options.
9: Restart Internet Explorer for the changes to take effect.
