Cannot log into Windows XP ... IWPDGINA.DLL

Specs: XP-Pro 2002 SP2, Intel Pentium M, 1.8
After removing Intel Pro Wireless software, (as I use the Windows Connection stuff) and a reboot I now get this error message.

"THE LOGON USER INTERFACE DLL IWPDGINA.DLL Failed to load. Contact your system administrator to replace the DLL or restore the original DLL."

and a restart option only.

I cannot get into normal safe mode, just safe mode with a command prompt, I have tried a System restore from that, however there are no restore points before the issue happened, as I thought doing a repair install of Windows XP would help solve the issue.

So without doing a full reformat-re-install does anyone have any other options/advice
