Cannot automate Windows XP Mini-Setup :(

Microsoft Office excel 2007

Specs: Windows 7 Professional (32-bit)
I have a C:\Sysprep folder with the required sysprep files to automate a deployment. However, it seems either I'm misunderstanding something or Microsoft's documentation is wrong and Mini-Setup cannot be automated...

Here are the contents of my Sysprep.inf file:

[GuiUnattended]
AdminPassword=*
EncryptedAdminPassword=NO
AutoLogon=Yes
AutoLogonCount=1
OEMSkipRegional=1
OemSkipWelcome=1
TimeZone=20

[Networking]
InstallDefaultComponents=Yes

[Unattended]
UnattendMode=FullUnattended
OemSkipEula=Yes
OemPreinstall=No
TargetPath=\WINDOWS

[UserData]
ProductKey=XXXX-XXXX-XXXX-XXXX-XXXX
FullName="None"
OrgName="None"
ComputerName=Computer

[Identification]
JoinWorkgroup=WORKGROUP

I blocked out the product key obviously. Well, even after deploying an image with this C:\Sysprep\sysprep.inf file sitting on the root of the image, the Mini-Setup still prompts for questions...

Any idea how to do this? This is the last thing I need to finish what I started working on. Any help would be greatly appreciated. Thanks.
