Can IE8 be repaired?

Microsoft Internet explorer 8
January 14, 2010 at 16:05:07
Specs: Windows XP (SP3)
I downloaded and installed Internet Explorer 8 about a year ago. Nothing has ever happened when I try to start it. I tried installing version 7, with the same results, then version 8 again. Is formatting and reinstalling Windows XP the only way to get it running?

Thanks for the quick responses. The articles tell you to start Internet Explorer. No can do. They also recommend reinstalling...I've tried that several times with versions 7 and 8. I even reinstalled Windows XP, although I have not formatted my hard disk first.
