If they are located in the Windows folder, I would leave them alone. If these are text documents you created, then you should be fine.

Test documents are jus that, plain text. Double click on them and they should come up in Notepad. You can then read them and decide if you want keep them or delete the,

Most of the text documents in the Windows folder are log files from installations and updates. Most of them can be deleted but read them first. Once an installation or update is completed without error there is little further need for them. They can be a useful source of information when something goes wrong if you can understand what they are saying.
