can 64 bit drivers be used on 32 bit windows

Specs: Windows XP, AMD 64/ 2GB
I just installed XPpro 32bit on an AMD 64 (HP) machine (required to downgrade from Vista for new employment.), using an OEM version. I wasn't able to get the network LOM to work for lack of driver. Couldn't get on web with new install to scan for drivers. Tried to use other machine with no success. Computer repair shop had access to drivers and got the install working (probably with a 'different' CD. I need to find drivers so that I will be able to reinstall if necessary with a fully legal install. This is a work machine for a friend.

A 32 bit OS must use 32 bit drivers and a 64 bit OS must use 64 bit drivers. No exceptions.

This is my first experience with a 64 bit platform.
I understand this to mean the install is OS specific and not platform specific?
