The OP doesn't appear to know the diff between Megahertz and megabytes.

Is there much chance they will be able to figure out how to boot into bios and check the boot order to see if USB is listed as an option?

If the poster means:

CPU=Celeron and RAM=128MB then XP would be about useless without a RAM upgrade.

indicates the BIOS is in french which they do not understand. ( me neither).
Might be helpful if all the correct information was included in a single coherent question.
