Blue screen pci.sys

Specs: Windows XP pro SP2
After MS installed SP3 the laptop slowed down. I tried to fix it by eliminating programs and services I never use. The other day I had a cd in the drive and when I pulled it out the blue screen appeared. I tried safe mode, restore but nothing seem to work. I contacted Dell and they told me the HD was bad. In desperation I wiped the hard drive clean and attempted a clean install. That did not work same response. I have since confirmed the HD is not bad, I loaded WIN98 on to it. But now when I try to install from the XP disc it stops right before the options to install or recover. I have removed the HD ,memory, battery, dvd and my hair. I just can't figure out how to fix this blue screen error Stop 0X0000007E,

remove sp3 and download the iso image for sp3 and burn to disc, this should fix your problem
