Dial up is dependent on many factors. The 56Kb is the theoretical fastest speed a dial up modem can run. In the real world the fastest would be 53Kb. You would be lucky to get that fast. Typical may be half that.
If you are shuck using dial up there are things you can do to speed up page loading. Mostly it has to do with not loading all the eye candy.
Google for ways to decrease dial up load times.

I get 44 kbs using my desktop PC.
