Alt Codes don't work on Dell Latitude D610, XP, Why?

Specs: Windows XP
I have a Dell Latitude D 610 Laptop. I am running XP.. i cannot make the Alt codes work. they never have. Ctrl Alt Del does work, but special characters do not. Any ideas how to enable it?

Plug in a usb keyboard and try that. I suspect it is an issue with the keyboard.

It's been a while since I used a Latitude, but I suspect it's a problem common to most laptops. The ALT-key codes only work when the numeric keypad is used to key in the digits. However, there is no numeric keypad on most laptops -- the "numeric keypad" digits are buried as Functions on the main keyboard. For example, on my Lenovo, the "numeric keypad" zero is actually Function-M. So, to build a degree symbol (ALT-0176), I have to press the Fn key to enable the numeric keyboard, then ALT-MJ7O, then Fn again to get back to normal mode.
