Wierd CpU problem

Cooler master Hyper n620 cpu cooler

Specs: Windows Vista
Whenever i start a program or game, (Team
Fortress 2 for example) about 3 minutes into
playing the system starts stuttering about weirdly.

I looked on task manager and it showed that
"desktop manager" was using over 50% cpu,
another time it was windows media player
even though it wasn't even running.

This happens with any game i run, and the
high cpu program always changes, it started
on the 13/12/09 and ive only been using
internet since.

I've virus checked my system, uninstalled
many different programs, cleaned the registry,
defragged the drive, ive tried most things so
any help would be appreciated.

Um, as far as I know, the games use at least the half of the CPU, so don`t worry....

yes but it's not the games using the cpu its other programs that
arnt even running. If i end the task then another program re-
appears using the cpu.
