We need more information. Post the make and model. Laptop or desktop?

If you are running Vista on a desktop then I assume the computer is rather old. Unplug the monitor data cable from the computer and cycle the ON/OFF switch on the monitor first off, then to ON. You should see a message stating there is not signal. If you see that, your monitor is probably OK. The issue is that there is no signal going to the monitor. That could be due to the computer not actually starting up immediately or the graphics are not sending a signal immediately.

When you first turn on the computer do you here any audible beeps? Audible beeps come in two flavors. Long and short. You may hear something like 3 short beeps, for instance. In some cases, the series repeats itself.

You didn't provide nearly enough info, but if you're still running Vista, I suspect your system is loaded with malware. The reason it's taking so long to bring up a display on the monitor is because the malware is loading at startup & sucking all the life out of your system. When's the last time you ran a full security scan? If you can boot into Windows, download & run Adwcleaner: https://www.malwarebytes.com/adwcle...
