why do i have to unplug my PC after repair?

well my computer stopped working after the energy of my house went off during a thunder storm, i took the computer to a repair shop and the motherboard got replaced, but everything seemed fine until i shut down the computer and i tried to turn it on , i have to unplug it and plug it back and then push the power button to turn it on

take it back to the shop for review. There should be no charge for this.

You do have the pc on a surge protector now right?

Might be a few reasons. I'd wonder if the board was OK or some issue with the power supply or how they both work together.

Taking it back seems to be a good starting point. It should have been repaired.
