If you are still in trouble try this:
Start, Run, CMD, OK to open a command prompt.
Probably obvious but hit Enter key after each command. It's possible that the first one will do the trick.
Reset WINSOCK entries to installation defaults: netsh winsock reset catalog
Reset TCP/IP stack to installation defaults. netsh int ip reset reset.log
Commands must be "exactly" as given.
