Virtual PC for a live hard drive?

Specs: Windows Vista
Is there software to create a virtual pc in windows, that can be used to run a setup OS on a external hard drive. Preferable then allow for the host pc OS to run repair software and other tools, inorder to remove virus and generaly clean to external system up

See bart's, UBCD4Win and Knoppix to start.

Thanks for the reply and then links.
The UBCD4Win looks very usfull.

However what I had in mind was moore along the lines of a simulated pc, set to match a damaged one. Once set up on a working pc, I would connnect the drive from the damaged set and boot it. As though it was the Actuale PC The hard drive came from. I have set up a few virtual set before using innotek virtual pc. But I dont have enough experiance to know if there is current software allowing for what I had in mind.
