toolbars for printing, saving as, etc

Windows has toolbars all over the place, so which one do you mean?

Are you talking about "Word" perhaps?

when I go on the internet my toolbars on top for saving page, print, etc does not appear. I also lost my bottom line to change the page view percentages & the ability to move the page to the right. I am not familiar with the correct terminology.

Fine. I'll assume you are using either Internet Explorer or Firefox (although most other browsers are similar).

If you just want to "temporarily" see the top toolbar right now, just hold the Alt key down.

To keep it visible, go to a blank part in the toolbar area and right click it. You should see a list of available toolbars. From what you have said you need to put a tick in "Menu Bar" and "Status Bar" for starters.
