PC won't boot system restore freezes

Specs: Windows VISTA
Hello I have Windows Vista on my Toshiba
Satellite Laptop. They do not include a
windows CD with their computers so I have not
been able to attempt a boot with the CD. My
computer recently will not boot to windows
even in safe mode or anything like that
automatically send me to the startup repair
screen.

Once in the startup repair it is unable to find
anything wrong. I have attempted to use the
system restore feature to reverse to a old
working setting but this results in freezing of
computer. Without the ability to enter
windows even in safe mode my options are
rather limited on trying to fix any problems
myself.

Are you sure? My Toshiba running Vista came with two Windows DVDs for system restoration.

Yea it didnt come with any discs at all. Im not sure booting to
the disc would help anyways any attempt to enter windows
seems to kick straight to the "startup repair" screen. I have
been able to enter the command prompt but cannot load
windows from it so I think my only option is using the prompt to
copy files to disc and reformatting but I am not sure.
