I think the most likely explanation is your registry has corrupted but it is also possible that your hard drive has failed.

Do you have a Vista DVD? If not, try to find one or make a recovery disk using the instructions given here.

Post back after you provide a disk for further assistance.

I have run into odd cases where errors that looked like registry issues have turned out to be faulty RAM. In some cases cleaning the RAM edge connectors has done the trick.

The downloaded recdisc.exe was unable to run it showed if not belong to win32 program.???

Another thing that has apparently caused this error is problems on the hard disk.

^ That is what I am about to suggest to the OP when they burn a Vista repair CD, since there seems not to be other way of getting chkdsk to run.

@Rogerng - Make sure you have downloaded the correct version of the file (32 or 64 bit). Also please follow the instructions given on the site. (note that you need to copy the file in \system32 directory)
