optical drive driver malfunction

Specs: Windows Vista Home Edition SP2
Hey everyone. I have an emachine running Vista SP2 that has a problem with a DVD ROM/CDRW drive. No discs will run when inserted. In Device Manager the device is called "TSSTcorp CDW/DVD TS-H492C ATA Device". The device is reporting the following error: "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19).
The drivers it is using are as follows (all in c:\windows\system32\drivers\):

The specific driver its using us the cdrom.sys driver version 6.0.6002.18005.

I have tried uninstalling the device in Device Manager. When I reboot the computer, the drive just reinstalls again just like it was before.

I have tried running the system file checker (sfc.exe /scannow) to try to repair the cdrom.sys in case it was corrupt, but the process fails.
I have looked at the reliability monitor, nothing.
I can't do a system restore because Im not sure how long this has been a problem. The furthest I can go back is March of this year. Not sure if the problem existed then.

Can't do anything with the cdrom.sys driver, as its in use by the system.

Assistance would be greatly appreciated.
