A new drive won't have any OS installed on it. You need to install a new OS.

What is "the disc that came with the computer"? If this is a Windows install DVD then you need to boot from it (you may have to change the boot order - look in your user manual for details) to install the OS.

If you are having difficulties with this process you may be advised to contact Dell support, particularly if the computer is still within warranty.
