There is no "will not fully wake up", either wakes up or it doesn't. Did you try rebooting?

Probably not the answer you want to hear, but sleep mode is not meant for a desktop system it's made for devices like laptops.

It's most likely a hardware or driver issue that's not meant to recover from sleep mode.

I have had this Gateway GT5654 for well over 5 or so yrs and havent had a problem since now. When I click the mouse to wake it up I use to hear the hard drive kick on then my monitor turns. Now I hear the power supply kick on but the hard doesnt, so restart it and it resumes windows from where it went to sleep at. Could it be the Hard drive or maybe a new windows update causing this?

That's news to me, THX 1138. Sleep Mode works fine on my tower PC when I'm going to be away from it for an hour or so. It saves wear and tear on the hard drive and puts the monitor into standby, also reduces electricity consumption.

I doubt many people will agree with you that's it only for laptops, though it's true that conserving battery power applies only to laptops, there's more to Sleep Mode than just that.
