How did this start happening?

Hit f8 after the bios summary screen to get to the boot menu

I HAVE BEEN HAVING A LOT OF TROUBLE DOWNLOADING ITUNES AND SYNCING MY IPOD. I HAD TO KEEP DRY BOOTING MY PC TO GET ITUNES TO SHUT DOWN....NOTHING ON IT WOULD WORK AND MY IPOD IS STILL EMPTY. IT SEEMS TO FREEZE UP. AT ONE POINT I TOLD THE PC TO OPEN IN SAFE MODE, TRYING TO PREVENT ANY MORE DAMAGE TO IT.. BUT I DIDN'T KNOW WINDOWS WOULD NOT FULLY WORK WITH SAFE MODE, AND I CAN'T SEEM TO GET IT CHANGED BACK. I DON'T KNOW WHAT IS THE BIOS SUMMERY...I DON'T UNDERSTAND WHAT YOU WANT ME TO DO> I THINK I AM TECHNICLY CHALLENGED. THANK YOU, JACQUE

Use MSCONFIG to deselect SAFE MODE or select normal bootup.
