Is it Vista that's slow, or is IE9?

I don't think it matters, but I'm running Vista/64 and IE9. I've also got NetMeter, so I can see my outgoing and incoming traffic being passed back and forth, marching across the little window in the corner of my screen.

Lately, the Internet seems unusually... hesitant. I can't say slow, because the data rate in and out is respectable for the level of DSL I have (1.5Mbps down, 400Mbps up), but pages take forever to load.

When I click on a Google link I can see my request go out as a small blip, but then it's 15 to 20 seconds before anything comes back, and the data comes in in bursts over a long period of time. It might be half a minute before a targeted page appears.

For example, on this site, once I got to the page, I clicked on Ask a Question (or whatever) and it was 20 seconds before the fill-in blank appeared.

I don't see how this could be my computer, network or whatever, because once the data flow starts, it comes in at a good rate, although 'disjointed.' Could it be my ISP, or are things just that slow nowadays?

Iv noticed a massive delay in websites opening ever since i installed IE9, it could be that, when i had IE8 it wasnt so bad, but now its painful.

Try running a different browser alongside - Chrome or Firefox - if they are just as slow then more likely it's the internet.

This problem turned out to be something strange with my wireless router. I had DHCP issues as well (noted in another thread) and finally replaced the router with another one. Both problems disappeared and I haven't had any issues in months. Thanks for the tips!
