i click on a icon and it asks me to open with a program and gives me a list of programs

If Windows does not know which program opens a file, you see a generic looking icon for it, and when you click on the icon or the file, it asks you which program you want to open it with.
If clicking on the name of a program still does not open the file, for any of the programs listed, you need to find out which program does open it.

Tell us what the name of the file is.

it does open when i click which program it belongs to but how can i get it where i don't have to do that everythime i want to go into a program.

keturah, It's really easy. Just go to that link and (Use Right-click - Save as option in your browser to download the fixes) "lnk" in the File association fixes box and save it to your Desktop.

Usage instructions
To fix the association for a particular file type, download the corresponding fix from the above links table (Use Right-click - Save as option in your browser to download the fixes). Unzip the fix and extract the .REG file to the Desktop. Right-click the REG file and choose Merge. Note that you need to be an administrator to apply these fixes.

You would need to do the same for the exe file association fix.
