i cannot boot my windows vista

Specs: Windows Vista, 56
i have a toshiba laptop and when i shut it down and let it run the needed updates it will not reboot. When i turn it on it brings up the toshiba screen then asks me to type in my password, when i do this it then takes me to a black screen with a cursur in the top. You cannot type anything there. I have went into the boot manager and i do not know what to do in there. Please help?

This is NOT the windows logon screen I take it? (sounds like a bios password - if so, why do you have one of these).

If it is the windows logon screen or after you've put the bios password in if not, does tapping the F8 key bring up the safe mode menu?

No steve tapping the f8 key does not work. i dont really know how i got the bios password in there but i dont know how to take it off. i just want my laptop to work again,and i have no idea how to do that without paying some outrageous price to do it.
