But I need to know what exact program this is.. that DLL file is part of a library of information that can be accessed from multiple Google programs. What is the full path?

Sorry . All I can tell you is that as soon as I open the computer it appears at every single item I open.
It does say the following after the heading:
is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.

I do not use Google apart from maps.

That might explain what is causing that..

Try this, boot your computer up in Safe Mode (pressing F8 during startup) and log into your profile there from Safe Mode. Go into your control panel and into Add/Remove programs and delete any Google programs you have on your computer. Once those are removed, do a search for that file and if it still exists, then delete it. Go ahead and restart from that point and log in normally.
