Not sure I understand the question.

You can simply right click a text file and delete it. Then just create a new text file in NotePad. Alternatively you can just open the text file and amend the text.

What does this mean:
"with text inside the bat". Does 'bat' mean a batch file or is it the flying type?

What's the time?
