How do I enable ctrl+alt+PtSc function

Specs: Windows Vista // 32 bit os, Intel T2060 @1.60 ghz / ram 1gb
The print screen function is not working. How can I restore this function. Running Windows Vista Home Premium

I tried [<PtSc> <key> then open a graphics program like "paint" then edit (tab) option "paste"] No luck. I downloaded a trial version of SnagIt that disabled the prtSc function I and have not had the prtSc function since. Even after getting rid of the trial version of the SnagIt software.

Any other possible solutions, please advise.
