If you still have an account with the provider of the webspace, you should be able to access your directory and delete all files in it.
ISP providers will usually delete your files if you no longer have an account with them. If you are using something like Yahoo and your account has expired and you can no longer acces it to delete the files, it may be hanging around for a long time before they get around to deleting it.

If you mean the home page in IE:

Open IE,
Select tools and internet options
Click on blank and apply
You are done.

If You mean Google chrome:

Open Google Chrome browser
Click on the spanner symbol on the top right of the browser and select options
Under Homepage section click on the radio button marked "Use the new tab page"
You are done

If you mean Firefox:

Open FireFox
Select Tools and Options
Select General Tab
On the drop down where it says "When Firefox starts", Select show a blank page
Click on OK
You are done

When everything else fails, read the instructions.
