Getting rid of browsing history

To the right of the address line is an arrow. When you click on this it shows "browsing History" and "website favorites". I cannot get rid of a list of browsing history which appears below this address line. There is a list which stays in place, and will not delete. It does not expand, it just stays the same and refuses to allow deletion in anyway. I have gone to "tools" and "internet options" to delete the history, cookies & temporary internet files. I have also gone to "safety" and tried "delete browsing history". None of these worked. New history under "favorites" does delete, and does not add to this list. However, under the address bar this list stays. It does not get added to. There is just a list which will not go away. I even try to block these addresses and they still come through if you click on this list. Bottom line: Is there another way to delete the "browsing history" which appears when you click on the arrowhead to the far right of the address bar?

Try running IE as Administrator.

use the free utility called ccleaner slim. I have mine set up to run at bootup, It cleans out all the junk files and the browsing history. You may also want it to clean up your registry.
