editing list of default programs

I recently bought a new webcam and it's working great for video chat and such. But I have a problem when I try to take snapshots- I can't open the pictures after I take them. Whenever I try it goes into photoshop cs4. The issue? I only had a trial version of cs4 a while back and I'd need a code to download the full version. I have cs3 fully installed but it won't give me the option to 'open with' in my program for my webcam. My obvious solution was to switch default programs from photoshop cs4 to cs3. And then, surprise! Neither version of photoshop is showing up in my list of default programs to edit, but when I click on other programs it does show cs4 as being default for some types of images, etc. So my question is, how do I edit the list of default programs shown?

There should be a browse button to find cs3. Then make default.

Why did it take me over a year to phone in a problem to ATT?
