Disk Boot Error, please insert system disk

Specs: Windows Vista (Recovery Disks), 3GB RAM
That is the error i get when i attempt to use the Recovery Disks provided by HP. Long story short, the PC's hard drive failed, and I installed a new one, and after installation, powered it up, booted to BIOS, changed the boot priority to DVD-ROM drive, and restarted computer with the Recovery CD 1:2 in the drive. Also, the "Press any key to boot to CD/DVD-ROM" message does not appear I just get the black screen, that has the flashing cursor for probably 30-40 seconds before "Disk Boot Error, Please insert system disk, and press Enter." appears.

I have checked the connections, and rechecked them, so that is not the issue. I heard a rumor that HP tattoos their harddrives so that you cannot do a fresh install on a new harddrive without sending to them first, am I being scammed, or is there something i am really overlooking?

Previous Hard drive was 500Gb, upgraded to 1 TB, other specs the same except storage capacity.
PC is an HP Media Center about 2 1/2 years old.

Issue is you aren't booting from cd/dvd. This has nothing to do with the hard drive.

Simple test. Disconnect the drive and see if you can boot to the dvd.
