Desktop Programs Won't Initiate Windows Vista

Specs: Windows Vista, AMD Quad Core 3.4ghz/3 Gigs Ram
Well, to elaborate a little, my desktop has just recently recovered from a bad hardrive which I fixed along with the cd-drive, but the problem now is that when I turned it on the other day none of the programs started. The desktop currently has Windows Vista 32-bit Home Edition, not the best and it's an Acer computer. I semi-customized it a couple years back to play games. It has two 9800s with a quad core AMD processor, so it bares even the toughest games up to date. I would assume this issue has to do with the OS, but I wouldn't know, I'm not fond of software my knowledge lies in the hardware aspects of a computer. I tried to do a system restore, even use Acer's restore to system factory settings, but the thing is... IT WON'T START! Whenever I click on a windows application it would state that the service is currently unavailable, the audio on the computer doesn't even work now cause the service isn't turned on. Click start, run, type msconfig & press enter. Is load services checked?

Did it play up immediately after you fixed the HD, or did this problem come along later?

@guapo, yes the services box is checked.

@Derek, I never said I replaced the current hard drive.

@guapo Apparently I had it set to custom settings. Once I switched it to normal it started working as usual again. The thing is though, I've had it set to custom before and it worked fine. Anyway, it's working now. Thanks.
