Dell latitude battery cannot hold charging

Specs: Windows Vista 32bits, Centrino Duo/ 2GB ram
Lately, i realized that the battery level was dramatically going down. I tried several ways to resolve the problem. finally i came to a conclusion to plug/unplug the power cord of the charger which gave me the chance to charge the battery but this will last for a minute or two.
I am not sure what caused this problem , can someone help me to rectify?

How old, maybe you need to replace the battery or perhaps charging unit is not working.

I have checked the charger with my Multimeter; output 19.5 DC volts, seems fine to me. As for the battery, i have purchased a genuine Dell battery before three months.

I mean an internal dc battery charger. The power supply is 19.5 volts. You would need to tear apart the laptop to have tested the dc charging unit. That is best left for someone who has experience working on laptops.
