Converting an ISO File

Specs: Windows Vista
If I download an ISO File, do I have to burn it to a disc or is it possible to convert and play through VLC for example?

You can use programs like WinRAR to extract files from an iso, but to be honest, if you have Nero or any other burning software and a re-writable disk it will do it far more easily and you can re-use the disk once you're done.

What type of file?

Nero has an image burning (ISO) facility.

... an iso is an image of a cd/dvd it could even be a dvd image of a movie

... so what's your iso image of and what to you wish to do?

... the download link in #2 is a program that'll create virtual drive(s) through which one can mount the iso image as if it is a dvd/cd and view/run/play the iso content.

The freebie "CDBurner XP" can burn ISO files (images) easily. Despite it's name it is not just for XP.
