Solved Computer Manager: New User

Specs: Windows Vista, 2GB
Hello All,
this site http://www.ketivtech.com/support/tech-tips/how-to-create-a-local-administrator-account-for-windows-vista shows you how to make a new user account from the computer manager. On step 2 it says to right-click the users folder in the system tools folder, but on my computer manager, there isn't a users folder at all. I would like to know how to get it, because it should be there. Here is a screenshot of my Computer Manager http://789465132784653210.zzl.org/Computer%20Management.jpg. I know that I could easily make a new user with Control Panel, but I want to try it this way. Does anybody know how to fix it so I have a users folder there? I am running windows Vista Home Premium, is it just something that this operating system doesn't have?

start -> control panel -> User accounts and family safety.

Let me reply to that with a quote from my original question: "I know that I could easily make a new user with Control Panel, but I want to try it this way. Does anybody know how to fix it so I have a users folder there?"
