cant open any programs vista: system restore doesnt work

Specs: Windows XP, Pentium Dual core 2.5 GHz 3 gigs
i cant run any programs, used to be able to run chrome but now cant, when i could runu chrome the sync didnt work, lots of google drive internet errors, always says "cant find file", i know enough about comps to understand them but this is beyond my knowledge, system restore doesnt work, i need quick response please cuz i have homework to do, plz help, thnx

You seem to be talking about the internet. Does this include other (non-internet) programs on your computer?

As System Restore has also stopped working it could be down to a virus. Best install and run a quick check with MalwareBytes freebie - see here:

If it reports nothing at all most likely your issue is not virus related. If it finds much of any consequence then it could fix much of it but might mean your computer needs a more thorough cleanup.

what i meant by systems restore doesnt work is ive restored it twice to different restore points and it didnt make things better
and it isnt just internet programs but all programs
i tried running exe fixer off of a flash drive and it wouldnt let me

If not see it that does any better.

Were you able to run MalwareBytes - exe files not working is often caused by a virus? That can also be installed from a flash drive.

By "didn't work" do you mean it wouldn't even run? What exactly happened when you tried to run it, any error messages or did it do absolutely nothing at all?

Did you extract the reg file first on another computer then transfer that onto the flash drive? When you inserted the flash drive in the faulty computer, just double clicking the reg file saved on it should have done something. You have to say yes to any warning messages.
